Lanaguage pack and courses in specific language for specific region

Hi, We are implementing Learning module for three regions, US,CA and Germany.They want to implement lanaguage pack so that canadian region get coureses in Canadian french and English.Germany gets German and English.I couldnt find much information on how to acheive this.Is there any setup in OLC for automatically translating to specifc lanaguage or when we are loading the courses they should be that specific language like 1 german language and one English.Could you please guide if you have come across such requirement.
