How to enforce existence of at least one attachment on an item?

In Product Development, We are looking for a way to enforce at least one attachment on item

Can we create a validation rule (or other way), that will warn users that an item does not have an attachment yet? It could be even better to check for specific attachment category and/or specific attachment file extension.
