Auto Assign courses based on competency selection

Hello Experts,
Our client has requirement to track the training need analysis as following.
- Employee will choose the competency and proficiency level for the same.
- Above request should go to line manager for approval.
- Post approval Based on the same, system should identify all courses having the same Competency with proficiency level as learning outcome should get auto assigned to employee.
- Client should be able to track the requests made by employee , training assigned and progress on the training. (Report)
Can anyone please suggest the best approach to achieve such requirement.
