Issue WLF-5145023 when loading video in Learning content

I have the following issue when I'm trying to upload a video on Learning content page:

"The upload process didn''t complete. Try again. (WLF-5145023)"

The same issue can be reproduced when I'm trying to load other types of content (pdf and etc).
