New IAM - Project Henosis

Summary:

I am admin of an internal tenancy which got created on 22nd Nov 2021. The home DC is Dubai. I realize that project Henosis is live in Dubai DC.

I created a compartment. Created a group and associated it to that compartment. Added an user to the group. Created a policy at the root compartment level. When the user logs in he cannot see the compartment. Only sees root and of course cannot do anything in the compartment.

Am I doing something wrong? Please advise.
