Summary:

  1. Page personalization is required on the pages build/based on Visual Builder Studio.
  2. In the Oracle Documents its mentioned that there is an option "Edit pages in Visual Builder"

This option is not available.

User who is trying to access have all Application Implementation, Developer, Diagnostic Roles attached to the user account
