Default Action and Action Reason on Change Assignment Transaction

Is there a way to hide actions which relates to Change Employment type on Change Assignment transaction but still be displayed on Transfer? We want to default Extend Contingent Worker on Change Assignment transaction and hide all other. We cannot end date the other because we would like them to be available on Transfer.
