Procurement Contract Without Lines

Requirement is to make a Procurement contract without lines (no fulfillment needed) for the purpose of having only terms between Customer/Supplier Buy intent.

I have tested the following Contract types:

Class: Agreement

Intent: Buy

Allow Lines: Selected

Outcome: CPA, has fulfillment

Intent: Buy

Allow Lines: Unselected

Outcome: BPA, has fulfillment

----------------------------

Class: Enterprise Contracts

Intent: Buy

Allow Lines: Selected

Outcome: PO, has fulfillment

---------------------------

Class: Enterprise Contracts

Intent: Buy

Allow Lines: Unselected

Outcome: None, no fulfillment

Comment: This type fulfills the requirement but has a tab called Negotiation and Renewal tab

which requires data not related to purchasing...
