How do you configure Work Order Operations with a run-time without any resources?

Summary:

Resources are not being actively tracked. Work Orders have an average LT. However, when the WO is created/released, the LT is 0. Need to have the work order run time = Item LT.

I need a way to either pro-rate or average runtimes for Manufacturing Operations without resources being used.
