What is the relevance of Employee Location field on Location Details Page. Can we tag an employee assignment to a Location where the Employee Location flag is set to N?

I have enabled the flag to be visible and I am able to see this flag on responsive UI. But I fail to understand the relevance of Employee to this flag. After loading Locations with this flag set to N, I am able to tag these locations to Employee Assignments.
