Pending workers are getting assigned learn initiatives

We have been noticing that pending workers are getting assigned learn initiatives. As a result, the learn initiative is being sent to the email address on file which is their home email address. In some instances this may be helpful as part of onboarding, however we do not wish for this to occur.

What is causing the learn assignment? Is there an area we can review to see if a setting is incorrect?
