Can the HCM Spreadsheet Data Loader be used to create a new assignment record?

I have been able to use the HCM Spreadsheet Data Loader with the Worker business object to update an existing assignment record but am having issues with creating a new assignment record.

I consistently receive the error message below, even after providing the Parent Surrogate ID and all required attributes for both assignment and employment terms.

Error Message: Work terms records are required when you create or update assignments.
