How to report on training with active reassignment rules & multiple records per employee?

We've got a number of courses with reassignment rules set up and our employees are starting to complete the course for a second time.
How do you manage reporting in this instance? Is there a way in OTBI to filter the report so it only shows the most recent record?

Our current process is to have all eligible employees assigned to the course and run a basic report showing their assignment sub status, completion date and expiry date.
We want to continue to show all statuses, as we want to be able to identify who hasn't done the course at all, who has done it but their record has expired and who has completed their refresher. Is it possible to do this in one report?
