How to update a Course Effective PublishEndDate from 12/31/4172 to 12/10/2021 using HDL?

We have hundreds courses and offerings with the PublishEndDate set to 12/31/4172. Being asked to change the date to something more current example 12/10/2021 using HDL.

Here is the HDL file I found online to use: But it does not update the PublishEndDate it remains the same 12/10/2021
