How to enable "Insert Row" with table row changes for PO schedule and Disctributions

Summary:

When creating a new PO through the oracle visual builder for excel, I am unable to select "insert row" within table row changes as shown in the screenshot below. I should see "insert row" above mark as changed. I believe this is because "create enabled" in the red box below is not checked, However, I am unable to select this box. Due to this issue I an unable to add a scheduled row or distribution through the visual builder. Any thoughts on this?
