Ending assignment shows different behavior when performed from person management and quick actions

Summary: When ending an assignment , from person management , the assignment status , "Inactive-No Payroll" isnt shown in the dropdown but when done from Quick Actions , Change Assignment its getting displayed.

Content (required): When doing the End Assignment using the person management ; assignment status is not setting to “Inactive – No Payroll”.; however when I tried using the Quick Action “Change Assignment” it worked. Any particular reason why its happening like this?
