Overtime Calculation is not working as expected

Overtime Calculation is not working as expected. Reported hours does not yield the overtime hours unless you click on calculate. the users are thinking the overtime is being calculated but that is not doing the same.

There are rules defined for the overtime and the execution rule type is setup to Update.

All the users are entering their time through Web Clock and the ESS job is running to Generate the time cards from external devices.

Please let me know what kind of settings is causing this issue.
