Privileges for create or update position and for create and submit job requisiton

Hi all,

I am working in a requirement where I need the following details:

Please can you provide advice on how we can create a security role for our Executive Assistants to do the following:

1) Create or updates positions (ensuring they go to the correct approvals to Band 4 and above and Band 2 or above in the correct hierarchy)

2) Create and submit recruitment requisitions (they are not necessarily Managers and we would not want to provide full Manager access to them).
