OTBI Reporting on Learning Completions

Summary: I am trying to get a report on a certain learning item. I need a report that show all active employees and their learning completion status on a certain course. We are rolling out a learning program and I would like to track whether each employee in the company has been assigned and has completed the new learning program. I am able to report on all employees that have a learning assignment in the new learning program, but it does not show those employees that are not assigned. Any help is much appreciated.
