User conversion rate define in requisition did not load on Purchase Order

User conversion rate define in requisition did not load on Purchase Order and the auto generated purchase Order remain in Incomplete status

I've created a Requisition with a conversion rate = User type , as i submit the Requisition conversion details are all ok. But after i submitted and approved the requisition the auto generated purchase order remain in status = Incomplete instead of Open. Though the Conversion Type = User , the rate amount and rate date are blank means the data entered in Requisition didn't load in the PO.

We don't have a budget control and fund check.

Conversion rate defaulted in manage common options for payables and procurement was set to User
