Migrate service requests from legacy system to HR HelpDesk

We are aware that knowledge content can be migrated to HR Help Desk. However there is no clarity on ability to migrate open/pending service requests from legacy system to HR Help Desk. Is that even recommended ? Or is the recommendation to close the service requests in legacy system ?
