Automated bulk upload of date format preferences

Hi there!

Our client requires a solution to update the date format preference for any new hire employees (in US only) as MM/DD/YYYY. Is there an HDL or a web service available to do this? Or another way this can be automated?

We know that it can be manually uploaded in bulk through file import in 'Manage Administrator Profile values' task, using the profile code FND_DATE_FORMAT. Or users can set it for themselves in Settings and Actions -> Preferences -> Regional.

We are looking to see if this can be automated for any new hires without needing manual intervention.
