Is It Possible to Implement Time and Labor Using Only Custom Time Attribute?

I want to know if it is possible to implement Time and Labor using only Custom Time Attribute

We don't implement Payroll in Fusion, so I want to know whether we can run Time and Labor using only Custom Time Attribute. I tested it before, but resulted in error, the attribute was not able to store start time and end time as in Payroll Time Attribute with Time Card category. I don't know if it is the expected result or maybe the setup was wrong.
