Can Headcount Allotment/Maximum/Budget Be Entered At Level Higher Than Position For Reporting

Looking for a method to enter an approved Headcount allotment/maximum at a lever higher than the individual positions to compare in OTBI reporting to people in positions

Content (required):

We need a method/field to enter a headcount "maximum" (allowance, budgeted count, etc.) at a level higher than each individual position such as department, location, people group at a location, etc., to be compared to the incumbents in the positions via reporting. We have several positions that allow people to "advance in place" and do not want to manually keep adjusting the amounts as people transition. An example is an "Associate Production Supervisor" advancing to "Production Supervisor" or "Senior Production Supervisor." We would like to enter a headcount allowance of "50" by Department, Business Unit, Position Family,
