Quick Action , Change Salary , not returning any results

Summary: When , I am trying to change the salary of an employee, via Change Salary quick action from Compensation section, I am not getting the employee in the search results. When I search for the same employee from person management, this employee shows up and when I try to change the salary , i can only view the salary , its not allowing me to edit the salaries.

Content (required): Any idea why this behavior? is this because of some privilege not being there? If yes, what privilege should that be?
