When HCM Extract report is blank a LINK is displayed - how to remove?

ETEXT report contains a Display Condition so if mandatory values have not been populated the output will *NOT* be generated. The issue is that, when the Extract runs it shows a webcenter LINK in the 'Extract Delivery Options' section, and when clicked this downloads a nondescript blank file. How can I remove the LINK altogether?

I have a number of reports linked to an Extract. Each ETEXT report contains a Display Condition so if mandatory values have not been populated no output will be generated.
