"reserved-public-ip-count" service limit exceeded

I cannot reserve a second public IP address.

I am an old Oracle Cloud user and I am still in the "always free tier". Several years ago I reserved an IP address and I am using it in my first free server. Today I tried to reserve another IP address for the new server I just created. I am getting the following error:

"The following service limits were exceeded: reserved-public-ip-count. Request a service limit increase from the service limits page in the console."

So, far I have only one reserved IP. I was thinking that an always free tier user can reserve at least two public IP addresses. I wasn't able to find anything related to
