Approval workflow not triggered for course enrollment when its part of specialization

Summary:

Hi , We have configured enrollment approval for course .It is working fine when learner enroll to the course.But when course is part of specialization, learner is able to directly access the course.It is not going for enrollment approval.Is it expected functionality.At course level, under default settings i have unchecked(When a course is accessed from Specialization,let specilaization control access and visbility), Pls suggest
