Approval Rule keeps Failing when two Scenarios are active

Hello,

We have 2 scenarios in workflow Approval

1. If the requestor has roles A, B, C then the transaction is routed to a user or designated approver

2. If the requestor has role of D, F, E and has not have any role from the first scenario, then the transaction must go to a management Hierarchy.

But if the two is active, the 1st Scenario keeps failing and giving this error

"Error caused by SOA component or the underlying HWF configuration or a Supervisor hierarchy setup issue"

and then we tried to inactive the 2nd scenario, the 1st scenario is now not giving this error.
