System does not allow editing tax tolerance in "Manage Configuration Owner Tax options"

Hi All,

I want to change the Tax tolerance percentage and Tolerance Range amount in Configuration Owner Tax options for payables, but on clicking the edit button the tax tolerance field is non editable.

Have anyone faced this issue before and what can be the workaround please?
