Use of enter Budgets Enter Budget in Spreadsheet

Summary:

Is there a way to make the Budget Usage default to 'Budgetary Control validation with General Ledger reporting' when using the Enter Budgets in Spreadsheet? Also is there a way to increase the default number of rows on the spreadsheet.

Our users have various issues with the Enter Budgets in Spreadsheet. We are unable to use a locally stored template because the Budget Entry name is mandatory when downloading a template and this is held in the background when the budget entry is uploaded to Cloud. Has anyone else been able use a locally stored version of the template?
