Change Data Security for a specific privilege?

Hello,

Is it OK to change data security policy for a specific privilege - under function security policy trainstop of one role?

For example, for a recruiting manager role, view candidates is set to View All. We are exploring changing this to View Manager Hierarchy for eg.

However when i go to edit the data security policy, i see duplicate rows of as shown in the image below. Which one should I select?
