How to setup Position Hierarchy for Sales order approval

Summary:

I created 3 positions Facilitator<Warehouse Operator<Warehouse Manager

Added the jobs BM1,BM2,BM3 respectively to the above positions.

created position tree and added the nodes in the same order as above

Set job level as 1,2 and 3 for BM1,BM2 and 3 respectively.

Created rule using position hierarchy with the position tree as the hierarchy.

On creating the sales order it goes to approval pending and then goes back to draft

The below is the error message

Order management changed the status of sales order 848 from Approval Pending to Draft because an exception occurred during approval. (FOM-4515173) Details: Resubmit the sales order for approval.
