How to manage "back to back" workers who share the same position working on rotational shift

Looking for a best practice to manage "back to back" workers in the Oil & Gas industry.

Content (required):

In the Oil & Gas industry, many workers are working on off-shore sites and drilling rigs following rotational shifts i.e. 28 days on and 28 days off, or 21/7, ... Same applies for their line managers.

From the organizational point of view, the two workers and the two line managers share the same position respectively.

For different reasons, it is quite common that the shifts of the two couple of workers go out of sync, therefore the worker may change line manager during its shift. This phenomenon impacts CORE HR and Talent processes, by the way is there any best practice to consistently manage this kind of workers ?
