email notification for Journal approval workflow

To which users FCCS send mail notification when a journal is unpost?
Content (required):
I have a group of users that only has "user role". In their worklist doesn't have any journal task, because it's not consolidation team, is only a group that run the report book.
This month one consolidation user unpost a journal and FCCS send an email notification to this reporting group with the legend "The journal **** with Scenario = ****, Year = ****, and Period = **** needs to be posted. Please click on the journal below to take action" and the journal appeared in their worklist. This is not correct, any idea??
