Reassign option is not comming in the FYI Notification

Our customer defined a custom documet type - Document of records (DOR),

In that we have multiple approval hierarchy, and the approval hierarchy for promotion and transfer award is working fine but the reassign option is not showing in the FYI Notification for the approvers except the first level approver.

Is there any setup required to enable this ? Can you please help on this
