Configuration of Rollover and Carryover

Hi All,
We have a requirement where we need to have both carryover and rollover. There is a limit of 80 hours for carry over and no limit for roll over.
For example:
Balance on 31/dec/21 = 500 hours
Carryover = 80
Rollover = 420 (Remaining Balance)
I have setup carry over limit to 80 hours and no limit at roll over. But when I process, everything goes to roll over.
If I do reverse setups (80 hours limits for roll over, and no limit for carry over). It works fine, 80 hours are rolled over and rest hours are carried over. It seems Oracle calculates Rollover first and then carry over is calculated.
