Enrolling learners in Course vs Offering

Hi,

I am new to Oracle Learning and trying to understand the scenarios where we should ideally enroll an employee directly in a course instead of the offering. 

I have seen that once a learner completes all the offerings under a course he/she gets an automatic assignment created for that particular course. But, what would be the case where I should enroll them directly to a course?

Appreciate any help!
