Can I use Transfer Balance feature instead of Rollover?

Hi Experts,

We have a requirement to define Absence Rollover rule such that, if an employee has 9 days of plan balance at the end of the plan year, then 7 days should get carried over to the next year and the remaining 2 days should get rolled over to a new accrual plan.

We have tried defining the Rollover Formula for this, but there seems to be an issue with the calculation happening in the back end.

Hence can I use Transfer Balance option instead of Rollover to move the balance at the end of the plan year? We know that we can do this using Transfer Balance option. But we need to perform this action for mass population at the start of new plan year. Is there any way to automate this?
