How to eliminate in management structure on higher entity level?

Summary:

In Configurable Consolidation rules the ICP filter #Any ICP that is a descendant of the current parent# does not seem to eliminate lower level matches. How to solve that?

Content (required):

We have three entity structures, one legal and two managerial. One of the managerial does not show the required / expected behavior, see the following simplified entity structure example:

TP (Top Parent) has three children (P1, P2 and P3) all of which have several entities below them. We do not want elimination on P1 level of both Investment in subs and equity (so just adding up). Both Investment in subs and equity should eliminate on the node from P1 to TP. Equity eliminates fine, but Investment in Subs are not eliminated when both Entity and ICP are under the P1 structure (if one of them is under P2 or P3 this is no problem, but then it is the first common parent so the normal place to eliminate
