Load Planning Data from Flat Files has error "Job Set has no read permissionCollectionJobSet"

Summary:

We assigned a custom role to one business user to allow him to upload safety stock csv files .As per the role he was given access to upload the safety stock file to scm/planningdataloader/import account and then be able to run the program "Load Planning Data from Flat Files" but whenever he runs it, it completes in error with the following message

While when I run the same program under my login there is no error and the log file shows this message
