Why does returned requisition remove some requisition attributes

Requisition returned to Requester from Buyer removes "Negotiation Required" attribute when re-submitted for approval

Current business process

Requester creates requisition and submits for approval (Non Cat Smart form with no backing CPA)

1st level approval reviews and applies the Negotation Required flag - this removes from financial approval and routes to the suggested buyer to negotiate (off system) and create a PO

Buyer reviews requisition and "Returns" to requester i.e. to add attachment (may or may not change qty etc)

The negotation required flag = Yes when you view the requision prior to editing

Requester Actions - Edit (and then submit for approval)
