Issue in Self Placed activity to attach content to course

Summary:

Hi everyone,

We have a client requirement to load historic courses using HDL. For this we have manually loaded contents(pdfs) into cloud. Tried loading course with effective start date as 2020/01/01 and attaching the content uploaded through self Placed activity from effective start date 2020/01/01 but it got errorred out saying the values are not valid for the content Id. Attached the course dat file for reference.

But if we tried to create self placed activity with current date, It got successfully loaded. Do anyone have an idea why this is happening.
