While Termination Direct Reportees mandatorily to be reassigned to new manager

We have business requirement that, While terminating Line Managers, their Direct Reportees mandatorily to be reassigned to new manager?

Is there way to make the reportees reassign step as mandatory one? We are using RUX pages. Please advise.
