Stop users performing retro Change Locations

Hi all

I have a request to stop users (Managers) performing retroactive Change Locations via self service. They still want to allow the users to process future dated changes.

There is a separate request to restrict other assignment changes to correspond with payroll dates, just in case anyone has ever heard of anyone doing anything like that.

Does Oracle provide any facility to restrict change dates at all?
