Show some navigator icons for specific countries only

Summary:

Requirement is to show some icons / quick actions in navigator for Emps in some countries only. Because only those countries are implementing that feature.

Content (required):

Tried using Sandbox Structure and below ELs, but they are not working. Or anyone able to achieve it with different ELs? Or is this requirement not possible through Structure extensibility?

I understand it is possible using Security (different role for whichever country has different requirement), but that is not preferred because we have to maintain multiple roles.
