"Release All' Option is grayed out in Manage Invoices Screen

The release All feature has really not worked for our PAs any time, even if we follow the search criteria and other suggested details in the the support doc "What conditions make "Release All' Option enabled in Manage Invoices Screen ? (Doc ID 2112281.1)".

Manage Project Contracts>Invoices>Manage Invoices page, We have searched for invoices based on the support doc "What conditions make "Release All' Option enabled in Manage Invoices Screen ? (Doc ID 2112281.1)"

It returned 13 invoices. All the 13 invoices are selected, but the "Release All' Option is grayed out.

We verified each contract invoice page if there is any credit memo or previous invoice need to be released, There was none. All previous invoices are in accepted status for all these 13 invoices.
