How to create Item description start in uppercase and continue lowercase

I tried to create Item rule set in the manage Item rule sets page.

I want to make a rule for Item description such as description should start in uppercase and continue in lowercase. For example "Coffee Machine". Also, The rule should obstruct to me when I use special characters like star "*". Can you tell me what IF Expression and Validation Conditio should I use? and How should write them?
