Date Time Stamp is getting stored in UTC timezone and not client specific timezone

Summary:

When we enter any project cost transaction, System captures the creation date in UTC time zone. We are in AEST format which is ahead of UTC by 11 hours. So whenever Users creates any cost transaction before 11 AM AEST, System is capturing the creation date as previous day due to the time zone difference. This is shown in the Project Cost UI as well which is creating a lot of confusion. We have set the XLE_ENABLE_LEGAL_ENTITY_TIMEZONE profile option and global regional time zone preferences to AEST but still it is stored the date in UTC format.
