Turn off FYI Email Notifications for Manage Personal Contributions (VariableAllocationTask)

Summary:

Need to turn off FYI Email Notifications to the Employee for Manage Personal Contributions. Employee Work emails are not always updated and HR has requested emails ONLY go to the Managers that are approving request (Manager and escalation Manager)

We are implementing a new process that allows employees to request a payment via Manage Personal Contributions. Because Workflow Notifications ALWAYS use the work email, there is a possibility that the employee will not see the email or it may be sent to an erroneous email (keeping in mind, employee cannot update work email)
